On Wednesday, Republicans on the House Judiciary Committee repeatedly accused Attorney General Merrick B. Garland of singling out former President Donald J. Trump for selective prosecution, slamming him for what they call a “two-tiered system” of justice. Forty-eight hours later, the Justice Department indicted one of the most powerful Democrats in the Senate — Bob Menendez of New Jersey, the chairman of the Foreign Relations Committee — on bribery charges, making public a trove of evidence, including cash and gold bars stashed at his house. The department’s aggressive pursuit of Mr. Menendez appeared to undercut claims that Mr. Trump is the victim of pervasive political bias that targets leaders on the right while shielding transgressors on the left. The entanglement of electoral politics and law enforcement is becoming the norm, and the prosecution of a top Democrat up for re-election in 2024 has political as well as legal reverberations. And the indictment, brought by federal prosecutors in Manhattan with limited participation from the Justice Department’s national security division in Washington, comes at a politically opportune moment for the besieged department.

The wording of the draft amendment is reminiscent of language used by Beijing to rein in free speech at home or to hit back at perceived slights by foreign countries and businesses. Several legal scholars have also questioned the implicit vagaries of the proposed amendment and the absence of specific guidelines. “State power directly interferes in the field of individual citizens’ daily clothing, which is obviously an overreaching intervention,” she wrote on Weibo. In the wake of this month’s draft amendment, one Weibo user questioned whether cosplayers or kimono-clad employees of Japanese restaurants might fall afoul of the proposed rules. “Why don’t we wear Chinese tunic suits or Hanfu?” he asked.

The Biden White House hasn't made any determination yet on a TikTok ban, Kemba Walden, Principal Deputy National Cyber Director, said at the CNBC Technology Executive Council Summit on Tuesday. With national defense the focus, she said the White House is looking at strategic investments to identify how to make domestic systems more resilient and counter information operations. Walden said she is concerned not only as a White House official but as a parent. The Office of the National Cyber Director was established by the Biden administration in 2021, with Chris Inglis being named the first National Cyber Director. Walden said increasing cybersecurity education is just one of the ways the White House is aiming to "get in front of the adversary."
Even the unfortunate roughly 5.3% decline for the S & P 500 in the third quarter belied the 12.8% cratering of equities between Sept. 12 and Sept. 30. October has followed the script, with all the major indices ahead for the month, led by the Dow Jones Industrial Average up nearly 14% and the S & P 500 ahead by about 8%. These stocks imploded about 13% and more than 30%, respectively, in the five days after the companies posted their results. Very little beyond that can move the needle for the S & P 500, but the current quarter has taught us something about market sentiment. Many stocks are oversold, but investors have extremely limited tolerance for disappointing expectations.
